The HQDIL diagnosis method for sustainable development

    Any regeneration initiative must start with an analysis of the strengths, opportunities and problems affecting the neighbourhood. This will allow the initiative to tailor its interventions to best improve the lives of residents. This analysis will have two main parts; participation and consultation with residents (Phase 1), and the collection of statistics and data about the neighbourhood. Ideally, the data collected for this analysis will be used as the baseline against which the regeneration scheme will be evaluated at a later date.

    The type of data collected at this time can thus have a major impact on how the initiative progresses and on how it is judged to be a success or failure. If data about any aspect of sustainable development is not collected at this stage, then its importance will be difficult to establish at a later date.

    Toolkit Part 2 is HQE²R’s framework for collecting a wide range of data upon which to build a sustainable regeneration process, the ‘Neighbourhood Inventory’ . It is based upon a set of indicators related to the sustainable development objectives and targets (Tool 2). The indicators guide you towards the range of data sources that are necessary to make an assessment of neighbourhood sustainability.

    The findings of the inventory become the basis for deciding upon the priorities for regeneration (Phase 2.2). HQE²R proposes a format for presenting the finding of the inventory according to the 21 targets and to the 4 elements of the HQE²R analytical grid (tool 5).
