The ISDIS system
The integrated system with 5 SD objectives and 21 targets with their 51 key issues and their 61 indisputable indicators (ISDIS or Integrated SD Indicators System).
The implementation of sustainable development policies at different territorial scales and in different structures is creating, from politics and economic decision-makers, an increasing demand of indicators in order to measure the state of the situation and its evolution.
The HQE²R “Integrated Sustainable Development Indicator System” (ISDIS) was developed with the aim of detailing and putting into operation the HQE²R general sustainable development objectives, targets and issues. It is meant as a set of core indicators based on an evaluation and synthesis of experience from the partner countries and beyond. Most of the existing indicators systems refer either to the urban context or to the level of the single building. With ISDIS HQE²R provides a recommendation as a reference for baseline assessment on neighbourhood level. Each indicator is under-pinned by a comprehensive data sheet, providing background information, suggested measurement methods and reference. Neighbourhood regeneration activities can build on the ISDIS indicators by directly using them for inventory, diagnostic and evaluation purposes.
Beside that ISDIS can be used as a “tool to talk”, an impartial playground in order to sharpen and harmonize the local perception and understanding: By using as well as contesting and adapting the suggested general set of indicators the local actors are encouraged to define the most suitable sustainable development indicator framework for their specific context.
Within the HQE²R framework ISDIS has multiple uses, the substantiation of the analytical works during the neighbourhood inventory (Phase 2) being the first of them. ISDIS specifies the questions to be asked in the fields of the analytical grid. It is subsequently applied to the appraisal of regeneration options (Phase 3) and the effective implementation of projects. It provides also a starting point for monitoring purposes (Phase 4). By providing a means of transversal communication on sustainable urban development ISDIS may also contribute to an improvement of urban governance in general.
The HQE²R ISDIS System which groups sustainability targets, issues and indicators under the five cross-cutting objectives is the skeleton of the HQE²R approach (see the list in the documents to download).
